Building a Future-Ready Total Rewards Strategy

Rachel Mumford is Director of Total Rewards & HRIS at Miami Dade College, where she leads compensation, benefits and HR technology initiatives. A certified payroll professional, she brings extensive experience in payroll, benefits administration and employee rewards, with a focus on evolving HR practices.
Rachel Mumford believes effective Total Rewards leadership begins with refusing to accept the status quo. She encourages HR leaders to be future-driven in understanding evolving employee expectations.
At Miami Dade College, where Mumford is a HR Leader, the future starts with seeing Total Rewards beyond just compensation and benefits. She has witnessed the evolution of Total Rewards from isolated HR functions and now she envisions the platform moving towards a connected employee experience where compensation, benefits and workplace support come together in one accessible resource.
Mumford emphasizes her long-term vision saying, “We have to keep pushing the envelope to attract new talent who have different visions, different dreams and make sure we can match their aspirations.”
Building Value beyond Compensation
At the center of the comprehensive Total Rewards program is Mumford’s focus on the challenges employees encounter in their working lives. She believes employees may not necessarily understand an organization’s internal HR structure to get answers about their position, compensation or benefits. However, at Miami Dade College, the institution responds to employee needs and finds ways to provide easily accessible information and benefit programs in order to be a healthy, encouraging workplace.
As a public institution, benefits at Miami Dade must supplement compensation. The college answers with amenities and work-life balance. Mumford and her team are looking at ways to support employees caring for elderly parents, as managing caregiving responsibilities can affect an employee’s ability to remain at work. To address such circumstances, she is shaping the institution’s Total Rewards approach in a way that provides resources toward supporting both personal and professional lives.
She also sees that today’s employees are increasingly interested in understanding an organization’s values, including its commitment to ethical practices, social responsibility, and community engagement. Miami Dade College embraces its responsibility to serve as an economic, cultural and civic leader for the advancement of our diverse global community.
To further understand needs of the newest generation entering the workforce, Mumford partners and engages in discussions with other schools and businesses to learn about new trends. She uses surveys and workforce data to understand what employees may need before making Total Rewards decisions. For instance, while considering benefits on fertility support, she looks at the demographics of the institution’s population. In addition, she reviews the participation data from 403(b) or Tax Shelter Annuity contributions, which helps identify where employees may need greater awareness. The College, in such cases, organizes on-site workshops and sessions that explain the importance of contributing to these retirement plans.
Fairness is a cornerstone of Mumford’s leadership philosophy. She oversees the annual evaluation of compensation and Total Rewards policies and procedures to ensure they are competitive, equitable, and responsive to the evolving needs of the workforce.
Advancing HR through People and Technology
To further enhance HR management, Mumford effectively leverages AI as a tool while retaining the human element. She sees AI, beyond answering routine employee questions, butas a proactive tool for improving engagement. AI can help HR develop more compelling job descriptions, highlight relevant benefits and send personalized reminders of available programs and resources. At the same time, she believes, complex employee concerns still require personal guidance and human judgment.
Mumford recognizes the transformative power of education and promotes learning and development as part of a coherent Total Rewards package. The educational incentive programs at Miami Dade College allow employees access to tuition reimbursement, tuition waivers and tuition discounts which makes education free or very reasonably priced. In addition, employees’ family members can receive tuition waivers as well as retirees.
Mumford has always shaped Total Rewards at Miami Dade College keeping future in mind. Looking toward 2030, she believes HR strategies and Total Rewards leadership must move from maintaining existing processes to keeping future employee aspirations at the center. Her forward-looking leadership and her constant strive to build future-ready Total Rewards strategies combining data, technology and human understanding rightly earns Rachel Mumford recognition as one of Manage HR Magazine’s Top 10 Directors of Total Rewards 2026.
